Dear Mr. Serpell,

Would you please refer to my letter to Mr. James dated 2nd January (reference 28794 C.R.) to which he replied in a letter (E. 46110/01/2), of the 7th January about the creation of a new Development Department in Hong Kong.

In the second paragraph of my letter I explained that this new department was to absorb the existing Fisheries Research and Botanical and Forestry Departments and would also include Agriculture. We have now received a telegram from the Governor (a copy of which is enclosed asking us to appoint a Senior

Agricultural Officer to be in charge of this section.

Would you please let me know

that the Treasury approve the creation of this post on the salary scale suggested?
